What is ECF?

ECF is a Waiver Program offering home and community-based services for adults 21 and over with intellectual and developmental disabilities (ID/DD) not currently receiving services. ECF offers a variety of services including:

  • Supported Employment
  • Community Integration
  • Transportation
  • Personal Assistance
  • Assistive Technology & Adaptive Equipment
  • Minor Home Modifications
  • Community Living Supports

Please Note: ECF is not intended to provide 24-hour supports for most people. In most instances, Paid Supports will be faded as skills for self-sufficiency develop and Natural Supports emerge

ECF Program Benefits:

  • Supports designed to lead to valued and active participation in integrated activities reflecting the person’s interests and preferences
  • Training designed to maximize a person’s abilities to manage activities of daily living in his/her home, in the community, and in the workplace
  • Education and skill development to enhance the person’s ability to manage routine tasks and utilize community resources
  • Development of Natural Supports to enhance full integration and decrease reliance on Paid Supports at home, at work, and in the community

  1.  Visit the TennCare website to learn more about eligibility and the application process
  2.  If you already have TennCare and your Managed Care Organization is Amerigroup, United Health Care, or BlueCare, contact them directly and request assistance completing the Self-Referral form for ECF Choices:
